How Europe Delivers Works

Europe Delivers now focuses on four critical areas where collective action can unlock significant competitive advantage for Europe.

  • Europe's defence capability requires immediate strengthening. Chronic underinvestment, fragmented national champions, and reliance on external suppliers have left Europe vulnerable. With only 18% of defence R&D conducted collaboratively and 78% of EU defence acquisitions sourced outside Europe, the "cooperation deficit" costs €70bn per annum. Create a European defence ecosystem supplying abundant, affordable systems through federated supply chains, innovative finance (e.g., capabilities as a service), and joint procurement frameworks.
