Europe Delivers now focuses on four critical areas where collective action can unlock significant competitive advantage for Europe.

Europe's defence capability requires immediate strengthening. Chronic underinvestment, fragmented national champions, and reliance on external suppliers have left Europe vulnerable. With only 18% of defence R&D conducted collaboratively and 78% of EU defence acquisitions sourced outside Europe, the "cooperation deficit" costs €70bn per annum. Create a European defence ecosystem supplying abundant, affordable systems through federated supply chains, innovative finance (e.g., capabilities as a service), and joint procurement frameworks.
